Government MUST introduce practice, policies and laws

 United Nations - Following research which we conducted at Teesside University into the effects on children exposed to violent animal abuse, a resultant published paper was seen by Members of the UN Committee on the Rights of the Child.

In many countries this is a significant issue where children are exposed to extensive violent homeless animal management programs. The UN Committee requested that we create reports about nations where such societal violence takes place.

This has resulted in nations being required to prevent anyone under 18 from attending bullfights and a requirement for nations where homeless animal populations are managed by publicly shooting the animals, to 'eliminate societal violence against animals'.

In May 2023 the UN Committee on the Rights of the Child adopted the new General Comment 26. UN General Comments are released infrequently to provide definitive guidance and clarity as to how nations must act to achieve compliance with the ‘legally binding’ UN Convention on the Rights of the Child. Governments are placed under a ‘strict obligation’ to achieve this compliance.

in General Comment 26 we have recommended that the words ‘ Children must be protected from all forms of physical and mental violence... including violence inflicted on animals’ are included. This provides NGOs around the world with an authoritative remit to demand governments achieve compliance by introducing practices, policies and laws which address traditions and practices where children are exposed to violence against animals. The UN Convention has been ratified by every nation with the exception of the USA.

This would be the first time that animal protection has been referenced in a ‘legally binding’ Human Rights Charter of the United Nations. The potential now exists to save millions of animals both in the present and in future times and to protect children from such violence which can cause among other ‘ Harmful Effects’, a normalisation of violence which can be taken into adulthood and enacted against people and society.

General Comment 26 will be formally launched on September 18 and will place a 'strict legal obligation' on all countries which have ratified the UN Convention. This will require new laws in many countries. Because of the resiliently evidenced connection between animal abuse & inter-human abuse & violence, we would suggest that police officers when responding to reports of non-compliance with this new law, would also be trained to assess whether any associated abuse could be identified eg dome

I liked that the training is so relevant to what I do. It’s not just a nice-to-know, but I am literally going to change the way I do things for the better.

 89-93% of intimate partner violence (IPV) cases involve the use of an animal. 56% of women stay or will not report abusive situations to protect their pets.   


Of the children exposed to Intimate Partner Violence (IPV), 66% have also been exposed to pet abuse. 51% said they protected one of their pets from being hurt.

Children witnessing animal cruelty experience significantly more risk of adolescent or adult interpersonal violence, and they experience more mental health issues.

A woman whose partner had threatened pets was 5X more likely to experience domestic
physical violence in the relationship. The animal is a tool for the abuser to get what they want. Not just idle threats.

Pets are used to coerce, humiliate, and control their victims. 


Human trafficking often first presents itself as domestic violence.  Young girls think they have a normal relationship, but then the threats are directed at pets to force the girls into human trafficking.  


There are many cases where human traffickers use pets to force young women into human trafficking.  Famous case in Canada in 2019 (see Video tab) had an human trafficker lure nine women online, kidnap, rape them, and forced them into sex trafficking.  These women were not in the sex trade before.  They were just animal lovers. 


HALF of sexual offenders & ONE-THIRD of child molesters committed animal abuse during adolescence. This same study confirmed childhood sexual assault abusers use animals to lure and/or groom their victims.


Chicago Crime Commission -   

• 35% of search warrants executed for animal abuse or dog fighting resulted in seizures of drugs and/or weapons

• 82% of offenders arrested for animal abuse had prior charges for assault, weapons offences, or drugs.

   

A Chicago Police Study looked at people charged with animal abuse over the course of 3 years, 65% had been arrested for assault of a human being.  


An analysis of FBI reports, 96% of animal cruelty offenders had other documented criminal offences (Levitt et al., 2016)


New South Wales Police Study

· Animal abuse is a better predictor of sexual assault than previous convictions for homicide, arson, or weapons offences

· Animal cruelty offenders predominantly have criminal records related to sexual assault, domestic violence, and firearm offences.
